Belinda is originally from New Orleans, Louisiana.  She graduated from Louisiana State University in 1999 with a B.A. in Speech Communications and obtained a J.D., with honors, in 2004 from The University of Tulsa, College of Law.

While in law school, she was a member of The Hispanic Law Student Society and worked as an intern with the Tulsa County District Court and the Tulsa County Public Defender's office.

Belinda was admitted to the Bar in 2005, as well as the Tulsa County Bar Association, the United States District Court for the Northern District of Oklahoma, and the United States District Court for the Eastern District of Oklahoma.
